Signed with Boise State out of high school but ended up transferring and signed with Washington State last April. Don't know what happened, but he didn't see any time with them and now appears headed to CU.

welp, so much for the down low. Kid was a good one at Boise State as a true frosh before tearing his ACL. Was a 4 star going into senior year and later dropped in the rankings.

Whether you play or not has nothing to do with it. Even if he was just a student and never went to a football practice, he'd have to sit a year, unless he has another circumstance.

From what I can tell, he was at WSU for the Spring semester then left. No idea where he's been the last year.

appears he was sitting out in Pullman but did not finish the year. Not sure how this affects his eligibility at his subsequent school. Either way, he has his redshirt available and that would not be the worst option considering we have 3 backs that received significant playing time coming back, and Baltazar is still only one year removed from an acl.

Why would his redshirt be available? He would have used it for sitting out this season either way.

He didn't play in 2014 and may have worked things so that he's not transferring from a D1 and would be able to play this coming season.

Most recent article on him I could find. Says he has three left beginning in 2015. Not sure if this is implying he can play this year or not.

WITH RUNNING BACKS Marcus Mason and Theron West graduating after this season, the Cougars are clearly looking ahead to bolster their RB stores. A prep source confirmed Aaron Baltazar is WSU-bound, though he'll have to sit out 2014 due to NCAA transfer rules. With the addition of Baltazar, two of Scout.com's 2013 top 10 West running backs will now be on the WSU roster.

So he should be OK to go if he sat out 2014?? the way I read it.

I like the move. #18 back in the country out of high school, fills a need.

That is how I read it too. He either sat out our wasn't a part of a program in '14. Should be ready to go immediately. That is awesome.
 
So pretty clearly he never attended WSU, so he sat out in 2014 and that would count as a redshirt year. As long as he did not attend a 4-year school this last fall, he's good to go in 2015 with 3 to play 3. I'd assume he attended a juco to get credit hours as you have to be staying on track to graduate in order to be eligible as well.
 
If Baltazar can go in '15 (all signs point to yes), the short term and long term both look pretty good at the RB position. Having 4 experienced RBs (Lindsay, Powell, Adkins and Baltazar) provides some of the best depth CU's had at the position in years and then adding Donald Gordon to the mix should make it even better. Definitely makes RB one of the stronger positions on the team.
 
I think it's safe to say that he wouldn't come to CU to sit out a second season in a row. Now, on to worrying about his academic progress situation . . .
