The biggest change will be a new 40-second play clock, which will have a major change on how the game looks and flows.



The goal is two-fold:

1. To speed up games

2. To develop consistency as to how soon the ball is ready to be put in play after a play.

"It will help from stadium to stadium," says Illinois coach Ron Zook. "And you better be ready to run plays. No doubt, offenses that play at a quicker pace will have an advantage."

As a point of contrast, the old 25-second play clock started when an official gave the "ready" signal after the ball was spotted. Now, the play clock will be set at 40 seconds after the ball is dead and started immediately.
 
I have no issue with the 40-second clock as it gives a more consistent barometer for the referees to know how fast they gotta spot the ball. AND it gives teams something to use to point out things like what the refs did at Iowa State.
 
I like the no horse-collar decision, but other than that and the expanded plays to review, I dislike the new rules. It's just going to push more and more teams into a hurry-up/spread offense. Teams with loud stadiums are going to have an even bigger advantage than they did before (imagine Death Valley or the Swamp or Autzen, damn).

The new 15 yard facemask rule is also a joke. I imagine that there's going to be a lot of non-calls for incidental grabs since that is a heavy-handed penalty.

Leading with your helmet should be penalty, only if you hit the other person's helmet. While I agree with the rule in principle, there's going to be way too many specious calls.

If they want to really speed up the game then they'll stop having so many damn TV timeouts. I wish football was played more like soccer on TV, with the cameras continuously shooting while they show a logo at the top of the screen. I'd go for that.
 
If Hawkins has the confidence to change the offense like he said he would and demonstrated a little of that in the spring game with the no huddle and quick counts, The new 40 second clock should benefit the Buffs alot!
As for the facemask penalty, 15 yards is fine for the obvious calls, but if the NCAA doesn't have a definition for "incidental" then this penalty could get out of hand.

I've always wanted an explanation on this, maybe I'm too dum, but, how the **** can you tackle someone without leading with the helmet? IT'S ****ING IMPOSSIBLE!

You lead with your face mask. Keep your head up. Leading with the helmet is hitting with the crown of the helmet and dangerous for both players. Proper form minimizes missed tackles as well as injuries.

It's truly scary to focus on watching the DBs hit and see how many of them lead with their helmet more often than not. I've been waiting for the clamp down for a while.
