I thought this might be good to put on record so that we all have it as a reference.

Obviously some of these are shared markets, but I believe the Big 12 wins in all of these with three possible exceptions. First, Des Moines-Ames, where Iowa may be #1 since 90% of the population in that market is in Des Moines. I also assumed that CU beats AFA in the Rt. 25 corridor from the Springs through Pueblo. And I gave El Paso even though that's probably very fragmented. Regardless, cable networks covering those areas would likely consider ISU, CU and the B12 Texas schools, respectively, to be within the footprint. For the Pac, I put in markets like Las Vegas, Fresno and Honolulu where the cable networks would be likely to carry the conference's games. I also only included the top 129 (all markets with 200,000 or more tv households).
Big 12
5. Dallas-Ft. Worth (2.54 million tv households)
10. Houston (2.12 million)
16. Denver (1.54 million)
21. St. Louis (1.25 million)
32. Kansas City (0.94 million)
37. San Antonio (0.83 million)
45. Oklahoma City (0.69 million)
48. Austin (0.68 million)
61. Tulsa (0.53 million)
69. Wichita-Hutchinson (0.45 million)
72. Des Moines-Ames (0.42 million)
76. Omaha (0.41 million)
87. Harlingen-Weslaco-Brownsville-McAllen (0.35 million)
89. Waco-Temple-Bryan (0.34 million)
92. Colorado Springs-Pueblo (0.33 million)
98. El Paso (0.31 million)
105. Lincoln and Hastings-Kearney (0.28 million)
109. Tyler-Longview (0.27 million)
129. Corpus Christi (0.20 million)
Pac 10
2. Los Angeles (5.66 million)
6. San Francisco-Oakland-San Jose (2.50 million)
12. Phoenix (1.87 million)
13. Seattle-Tacoma (1.83 million)
20. Sacramento-Stockton-Modeston (1.40 million)
22. Portland (1.19 million)
28. San Diego (1.07 million)

66. Tuscon (0.47 million)
71. Honolulu (0.43 million)
75. Spokane (0.42 million)
108. Reno (0.27 million)
119. Eugene (0.24 million)
120. Santa Barbara-Santa Maria-San Luis Obispo (0.24 million)
124. Monterey-Salinas (0.23 million)
125. Bakersfield (0.22 million)
126. Yakima-Pasco-Richland-Kennewick, WA (0.22 million)
Outliers for Expansion
31. Salt Lake City (0.94 million)... Utah and BYU
44. Albuquerque-Santa Fe (0.69 million)... New Mexico
51. New Orleans (0.53 million)... Tulane
82. Shreveport (0.39 million)... Louisiana Tech
112. Boise (0.26 million)... Boise State
Plus programs like UNLV, SDSU, Fresno St, Nevada, UNLV, Hawaii, TCU, Houston, Tulsa, Colorado State and Air Force would also improve ratings but not households in markets the respective conferences are already in. They may also be viable options for staying on local cable if the conference lost the #1 program in the area.
More than anything, going through this data drove home for me why Texas and Texas A&M dominated all Big 12 discussions. San Antonio + Austin pretty much equals Denver... and they've got Houston and Dallas-Ft. Worth on top of that. Wow.
