“I don’t think Scotty in our current system right now — Scotty as a freshman — he wouldn’t be in the top two groupings,” head coach Dan Hawkins said. “But he had to be just based off of our numbers and situation back then.”

Interesting. Didn't Scotty lead the team in receptions his RS-Freshman year?

yup.
 
I read it to mean if in Scotty M's freshman year CU had had the the numbers and talent at the position that the Buffs have now, Scotty M (as a freshman) would not have been such a key component of the offense. That he was, in other words, was a reflection of a lack of talent and depth at that position at that time, not a knock on Scotty.
