Looks like he had been favoring Illinois, but there seems to be something going on here with the Buffs.

I can't find much on him. He's got something in his profile about being the 24th ranked player in Cali. Originally from New Orleans.

Spent a year at prep school in 2012 at Atlanta Sports Academy (this does not effect eligibility).

Signed with Southeastern Louisiana for its 2013 class with 5 years to play 4. Profile

Jenkins is a 5'10 corner from New Orleans, and played for Los Angeles Valley College where he recorded 3 interceptions, including one returned for a TD last year as a red-shirt freshman.

Well and a scheme switch would explain a lot of that. Not at defensive back but other positions need an overhaul. That is probably the one downside of switching.
