CU to guarantee enrollment to community college students

I wonder if this is part of CU re-adjusting their admissions standards in light of the Pac-10 move?

The thing is, if you've only demonstrated a 2.7 GPA at CC do you really belong at the most prestigious state run school? I wouldn't think so. It's gotta be pretty hard to have less than a 2.7 at a CC if you're a motivated student.
 
I believe the Arts and Sciences school had the lowest GPA transfer requirement before this anyway, and it was around 2.7. I don't think it was a guaranteed spot though.
