We can disagree all day on contributions, but, this seems a bit harsh.
It's easy to not spend money in Boulder. I do that all the time. Not that they care. With 29,000 students in town, none of which need jobs, but all of which need housing, clothing, food, gas, & various services, Boulder has an advantage over every other similarly sized city in the State of Colorado. It's why the local government is so completely removed from reality.
