Who is calling the plays?

I thought I read somewhere that D2D was letting Cody call the plays. Any truth to this? Whoever was calling the game in the 4th is a complete tool. If in fact Cody was calling the plays why didn't someone say hey...lets reconsider? They just failed Intro to Football.
