Pretty sure that is legal, it's only messing with recruits, players and their families that is against NCAA rules. You can also hire someone for additional duties, such as running camps, speaking engagements, and so on, that will pump their overall "salary."
Even that isn't illegal. You just need to be a part of the SEC and/or be in the running for the mNC.

That's exactly why you wait until Monday. Don't kid yourself, CU is down right now, the announcement would be a footnote.
You announce on Monday and have a much better shot of enjoying the national spotlight for a day or two.
Because this is a state-run university and they cannot announce anything until negotiations are over and contracts are signed.
Anything else would be premature, which is why Bohn tried to get everything in a row before any announcement was made.

I would think that is one of the reasons that they picked Monday to announce -- to give them time to verify a lot of the staff -- and be able to announce everything at once.Hopefully the announcement is loaded with details about the staff that is coming as well. Would definitely add weight and interest to the story.
