Why does CU have an elected BOR? CSU has a Board of Trustees - those folks aren't elected are they?

As adversarial and contentious as the state house has been towards CU, I really think I prefer being able to vote for regents than trust them.

I assume it has something to do with the way the University was chartered in the state Constitution, but I have absolutely no interest in actually looking that up....
