Didn't the NCAA ban athletic-only dorms several years ago?

I suppose it doesn't matter, I just seem to remember that happening. At any rate, did Strong do this at Louisville? I can't imagine something like that going over very well here, but maybe I'm wrong. I get the reasoning, but these are still human beings.
 
Buying out an athlete's off-campus lease?? How can that not be an improper benefit??

Technically yes, just required that ~51% of the population are non-athletes. I believe that can include student managers and the like (could be wrong here).
