Hiring Kiffen as HC tells you all you need to know. He has never looked at the rules as anything other what the other guys should follow to give him an advantage.
What gets interesting is if this ends up in a court of law. If it does then it is very hard for the NCAA to ignore. Considering that USC is still coming off the last penalties it would be hard to argue against a lack of institutional control charge.
What would the penalties be this time?
