Old Rule: Schools could send written scholarship offers beginning September 1st of a prospect's junior year.
New Rule: Schools may not send written scholarship offers until August 1st of a prospect's senior year.
This won't be in effect for the 2011 class, but will for the 2012 class. The 2012 kids will only be verbals for the next 15 months.

I actually like this new rule. It's not like written offers were ever binding, but they were definitely perceived and treated as a lot more "official" than verbal offers. Given that CU has always relied on a later push instead of early recruiting commitments, I believe this benefits us. It certainly doesn't hurt us.
