The NCAA had just passed the minimums on stadium size and attendance to be Division 1A versus being pushed down to 1AA.

The Ivy League, to avoid dropping down, strongly considered adding Army, Navy and Northwestern to raise its average figures enough and stay 1A as a conference.

Leading candidate to replace Northwestern in the Big Ten was the Eastern superpower program - Pitt. (Penn State was little brother in PA back then.)
 
I'm not sure Northwestern of the early 80's would've lifted the average attendances figures all that much
