Been rough for a long time. Junior Seau came from there and he was one of the lucky ones who got out. It's the northernmost town in San Diego County along the ocean until you hit the Camp Pendleton marine base. It was never the place in San Diego where the wealthy chose to live or the tourists chose to visit.
That said, there are some decent parts of the town. Just a lot of gang activity and some really rough pockets. You've got about about 200k documented people living there, quite a bit of poverty, and a Mexican illegal population that has pushed hard to take over the traditionally African American and Pac Islander neighborhoods.
