If the entire B-12 implodes, and schools run off to join other conferances, then who is left to pay fines to? How much? And how would it be enforced? Could it be contested in court if every team goes their own way?

We discussed this in another thread. The thought is that if a certain number of teams leave, the league is disbanded and the penalties are nul and void. But hell if I know.
