Why is there this notion on NBA that teams must have a similar number of free throws during games

Teams players win free throws at different rates. Players commit fouls at different rates.
An example I can think of is when Minnesota (against OKC) were sitting in the bonus for most of the last two quarters, yet so many people were complaining about the number the free throws that Minnesota were shooting. I feel like when people see a difference in numbers context just goes out the window.
