The two games CSU will play against the other division one football teams in this state will be harder than Utah State.
I can't argue with the hardest game of the year being Oregon (its on the road, USC's here) and the easiest being CSU. Nebraska might have had a case for easiest......but the CFB media has to overrate them to keep their moron fans interested into October.

Also, not sure about Arkansas being a 64. They play 4 straight away games without a bye:
