he led with his helmet - that was a penalty last year, and they are supposedly tightening up those calls
 
Sorry, but that was a horrible call. Either incomplete or helmet to helmet. Just AWFUL! A game changer/decider. Pathetic.

So my question then is can they call a personal foul upon reviewing the play?

I don't believe they can retroactively. They have to make a decision regarding the issue of the review in the first place. i.e. regarding possession.

I think everything is reviewable in college. But it's an interesting conjecture. The NFL had limited the scope of reviewable acts but that's changed somewhat, too.
