i'd slightluy disagree with the author that Burks isn't a great finisher....i'd say his sub 50% 2 point attempts is more attributable to the degree of difficulty of some of his shots (!) which is an offshoot of shot selection to me....not his inability to put the rock in the hole.

The teams who do not qualify for the NBA playoffs are placed into a pool -- i.e. a lottery.
The non-playoff team with the worst record is given the most chances to win the lottery. The non-playoff team with the best record is given the least chances to win the lottery.
They used to do it with ping pong balls. They took all the non-playoff teams and gave them ping pong balls. The worst team got 15 ping pong balls. The best team got one ping pong ball. The ping pong balls were all shuffled around. They drew out a ping pong ball. The team whose ping pong ball was drawn first was the #1 pick in the draft.
Now, they do it much more like a real life lottery - similar to what you see in the powerball. Each team gets assigned a lottery number. They draw out 5 balls or something, and the team with that number wins the lottery.
The other part is that a team can only fall so low. So say you are the worst team in the NBA, the worst you can do is the #4 pick or something like that. So if they draw other teams you are automatically slotted for the #4 pick without them having to pick your ball.
I'm thinking more like top 10
Only 4 of which have a shot at winning the whole thing.
