Need two rule changes.
1. If a player goes down and the clock is stopped for him in the last 2 minutes that player may not return to the game until a change of possession.
2 If the offense completes their substitutions with at least 20 seconds on the play clock they may snap the ball at any time within the last 5 seconds of the play clock regardless of the defensive substitutions..
