You don't say how old he is but find out who has the best AAU program in his area and talk with the coach. Get him playing on traveling teams, the coaches will provide the rest of the guidance needed.
I just figured some of you guys might know.
He was a senior this year, he was good enough to be recruited
If he was a senior this year most schollie spots are already taken. The top players don't have to worry a lot, the schools will find them. On the other hand the small colleges and JC's usually are on much smaller budgets and rely on the HS coaches to help them find the kids they are going to recruit. If this kid is good enough then his HS coach let him down by not getting the word out on him.
It may be worth your while to put together a highlight reel of what the kid can do. Include multiple aspects of the game including defense, scoring in various ways, passing, etc. and put copies of it on a bunch of DVDs. Send these out to as many small college and JC coaches as you can. Include a letter from his coach and a copy of his current transcript to show that he is admitable and can handle the academics.
Be aware that you are late to the process but if he catches someones eye who has lost a player they didn't expect to you may be able to get someone interested.
How tall is he?
He's 6'2". Yeah mtn, he really took off this year. He's looking at a smaller school.
