According to the ESPN Southwest recruiting blog, CU has offered Hughes a scholarship:

Colorado head coach Dan Hawkins stopped by Klein Oak on Tuesday and informed Hughes that the Buffaloes were offering the talented junior. Colorado joins Arkansas, Baylor, Houston, Duke, Oklahoma State, Oklahoma, Texas A&M, Texas Tech, LSU, Stanford and TCU in extending written offers.
