I don't know if/ where we're discussing this, but I highly doubt there is going to be a lot of push among the A&M boosters or even their administration to go get Prime.

Hah. I didn't even need to look. The idea of someone installing a new lake in Colorado with our water rights? good ****in luck!
This. Pretty sure at least one of the permits goes through army corps of engineers*, and they aren't known for speedy approvals.

*memory bank coming online: if you are damning up surface water (even seasonal) to create the lake/pond, you need an ACE permit.

Surface water rights are the most valuable rights in CO, so... It could be done, but not cheap.
