Going rate for recruit visits?

No there’s no draft and follow in baseball. An MLB team doesn’t retain the rights to a player when they don’t sign after being drafted. They go back into the draft free of rights until they run out of college eligibility. So if a high school kid does not sign, they can go to a JUCO and be drafted after each year at that JUCO, or they can go to an NCAA school and can be drafted again after 3 years post high school graduation or if they turn 21 by a certain date, whichever comes first.
I can confirm. I had a cousin get drafted by the Rockies when he was at San Diego State under Gwynn. He knew that was where pitchers went to die and didn't sign. He ended up getting drafted by the Twins later on (I believe a year later) and signed with them.
