Here's the basic situation:
NCAA penalty was 75 total scholarship limit for the program (down from 85) and a class limit of 15 for this year and next (down from 25).
USC has 25 commitments right now.
8 are signed and will count back to the 2010 class.
The 17 verbals for the 2011 class exceeds the NCAA penalty by 2.
USC is appealing the penalty and the NCAA's decision will not be known before National Signing Day (Feb 2).
USC is banking on winning the case outright or having the penalty changed to 5 scholarships a year over 3 years instead of 10 a year over 2.
So they might sign 20 in this class and have 80 guys overall.
But they also might sign 25 to get to 85 and bet that they'll win.
If they over-sign, the penalty will be that the NCAA would add an additional year of scholarship reductions equal to the number of players by which USC over-signs this year.
If it loses, USC will also be making cuts after National Signing Day to get down to 15/75.
