I'm more inclined to trust HCMM and his staff. I know that star ratings aren't the be all, end all of recruiting. Still, I wonder why other programs seem to be more successful right now.
Washington State University is not a great school and their football team has had 7 straight losing seasons. They've got 2015 commitments from two ESPN top 300 recruits.
The University of Utah has had some nice recent success and a #1 overall NFL draft pick in the last ten years. They've fallen on hard times though, but were still able to get two 4 star recruits in the 2014 class.
Football at the University of California hasn't been anything special for a while, but they pulled in two ESPN top 300 recruits in the 2014 class.

These seem like the most comparable teams to CU in the last few years, and they seem to be churning out more high profile classes than the Buffs. I know CU has been pretty bad for the last few years but they're a historically strong program with a respected coach, at a good academic school in a town that's consistently rated as one of the best for partying.
So what's the problem? Is it academic rigor? Is it facilities? What prevents us from getting big name guys? Out of the last three four star guys we've gotten Sefo is the only one who was true blue CU all the way. We were a backup plan for Yuri Wright and Shay Fields. What does CU need to do so they can get on the same footing as these lesser Pac-12 schools? What do they have to do to get on the same footing as middle of the pack schools like Arizona and Washington and what do they need to reach Oregon and USC?
