With the financial restraints, I think the odds on favorite is McCartney with a loaded staff and better $$ for the staff.

Umm, the choice you forgot to include - a current BCS head coach.
I'm surprised you haven't changed your username yet. Past tense, maybe?
Personally, I want an asst coach at a BCS level school. A coach that has a proven history of developing talent, and a good track record on the recruiting trail. If I was making the choice, I'd prefer the coach to be from the defensive side of the ball.
A current assistant I like, who has the bonus feature of having run a program, is Dan McCarney. A great recruiter, a defensive minded coach, who has developed talent where ever he's been.
The domestic violence stuff will keep him from ever being considered.
He did a pretty good job at Iowa State though.
I want EB. I really think he would do great things at CU. Clearly the dude can coach, and it will probably take a HC offer to get him away from the NFL since he turned down Lane Kiffin to be USC's OC.
I'm really starting to get intrigued by this possibility. I wouldn't know a good head coach from a poser before they've actually been a head coach, but enough folks keep throwing this name into the ring for what seem like really solid reasons: can coach (AP in Minn), is on the fast track to bigger and better stuff, can recruit, is a Buff...
Also think it would be allsome for CU to hire an African American - not for some crappy pc reason but because of all the above. Then there is the fact that it reminds of the good old days, sitting in the sun in the student section watching Mac's Buffs roll.
EB would be a great hire if we're not going to be able to spend a lot for our next coach.
I think our students, alumni, and fans could get behind this team with a young, energetic staff looking to rebuild this program through strong(er) recruiting and letting the players have fun out there. Would be great if EB came in and assembled a young staff to hit the recruiting trail hard until Signing Day. Maybe we could crack the Top 40. We're going to be the new kid on the block in the Pac-12's toughest division and we need to show the originals we can compete.
