ESPN has him on the "ESPNU 100 Watch List" for 2014. Linked in his profile, here is the evaluation they made of him prior to his freshman year:

April, 2010: As an 8th grader, Perkins has the body of a defensive back. Joshua has good athleticism and lateral movement, but is not a bouncy athlete. He has a scorer's mentality. Joshua is comfortable taking shots from off the bounce or from a spot up situation. He is going to have to work on becoming a better ball handler with his dribble moves and really work on being able to pass on the move since he will draw help defenders.

YngC was at the Regis Jesuit game and did a thorough scouting report on Perkins. Great Stuff.

His outside shot is developing, but by no means a weak point. He is able to finish with both hands inside the paint and showed no fear going at 6’9 Cal signee Kaileb Rodriguez.

Perkins is having a nice sophomore year- almost 18 points and 5 assists per game. Also, Rivals has him listed at 6'2" now.
 
Adam with a nice article on Perkins:

"I took an unofficial up to CU and I loved it," Perkins said. "They have great coaches and great facilities. I have gone back up to watch a couple games and the arena has a lot of energy. I like it."

Perkins said he has high interest in the Buffs, as well as UCLA and Connecticut. The Huskies haven't shown any interest yet, however.
 
What type of caliber are we talking about here when all is said and done? The ESPN 2* seems a little deceiving. Is this kid a highly touted prospect?
 
Very few kids are actually graded this early, so the 2* is more of a placeholder at this point. The fact he is even profiled and appearing on the early watchlists is very encouraging. This summer will be telling, but he could emerge as a top-flight national prospect.
 
Glad to see CU on him before he blows up.....these are the kind of kids Patton and Bzdelik never got to stay in Colorado but Boyle seems to have the ability to get
 
I don't have a sub, but the headline pretty much says it all. Get him committed early and let Josh do a little recruiting on the AAU circuit!
 
I've seen the kid play a couple times and he is not afraid to take the big shot. I went to see him play versus Chaparral in #4 Regis vs #6 Chaparral tonight, but the gym was at capacity so I couldn't get in. For a sophomore, he's got great handles a very quick first step, but I hope he can add two more inches to get listed at 6'4". He might be a touch small at 6'1". Still a great prospect and I hope he picks CU.

Or they saw a skinny freshman and never re-scouted but continue to rank him based on that impression.

Either way, ESPN's basketball recruiting coverage is completely awful after you get outside their top fifty (unless KU, Duke, Kentucky or North Carolina have offered).

So, how does everyone see this going with Perkins? Really, I'd like to land him just as much as I want Collier. And he's had a lot of good things to say about CU as well. But the fact he's completely turned over his decision to his father, who just happens to be an AAU coach, scares the **** out of me! Mr. Perkins may be straight up and interested only in making the best decision for his son, but I've heard way too many AAU stories to be confident in this one.

That will only be the beginning unless we get him to commit early.

And Bzdelik needs to stay the hell out of Colorado. He couldn't recruit it when he was here, so I'll be damned if I'm okay with him poaching now that he's gone.

I'm not worried about Bz. Sounds like his early attempts haven't exactly worked.
