You are confusing it with a free kick after a safety which can be from placement or a punt, kicking teams decision.
Odd rarely used rule of football is that a team may choose after making a fair catch to attempt a FG from placement from the spot of the fair catch. The kick gets to set the ball up on a tee and there is no rush.
Does Kip's quote imply he is using a 2-inch tee? (Since he wants to try it with a 1" that is ruled out.)
I have no idea on what is currently allowed as a tee in HS football.
