They usually are focused on the bottom line: who can sell tickets. Not exactly rocket science.

They are not picking through team resumes.
 
Counting a bunch of players who have no shot of seeing real playing time in their careers (if they even make it all four years on the team) is very much padding the numbers.
Not trying to argue, im genuinely not getting this.

If you were reporting a stat of "number of true freshman on the team", specifically on the 85 man roster, what criteria do you use to determine which TF's count and which don't?

The way pretty much everyone has accepted it. You only count scholarship players because the NCAA and conferences have very real limits on how many players can be on scholarship and how many scholarships you can offer in a single class.

The 38 number is meaningless.
